Accomplishments 2001 - 2004
 
Utilities/Environment
  • Expanded water and sewer -- Extension of Utilities in conjunction with CrowWing County Highway Project Provision of municipal utilities to an environmentally sensitive area
  • Wonderland Park utilities to help protect the lake
  • Infiltration and inflow (I&I) work continuing on sewer system to Reduce flowage into waste water plant
  • SAC and WAC charges Established (sewer availability and water availability charges) To help pay for system improvements city wide
  • Storm water utility fund established to help maintain storm sewers
  • Public utilities commission review of wastewater treatment needs in a long-range plan
  • Utilities and roadway into the Northern Pacific Center with a $350,000 state grant to develop the area and help promote industry and jobs
  • Baxter Water Service agreement is an example of community cooperation
Facilities Project
  • Construction of several municipal buildings providing facilities for various city departments to provide for our future growth
  • Northeast fire station on the north side of the Burlington Northern railroad tracks is now a reality because of the sale of the Law Enforcement Center to county for $450,000 and partial funding from the Public Utilities Commission
Annexations/Community Growth
  • An additional annexation of 500+/- acres to allow for community growth
  • Many annexations to allow residents to connect to municipal utilities
  • Almost 500 lots now and/or soon available for residential development of a wide price range of homes (Brainerd Oaks, Crescent Hills Estates, Northtown, Stonebridge, Dumbeck Estates, Gilbertview Estates, Etc.)
  • Job promotion created with East Brainerd Mall Redevelopment (Tax Increment Financing), Lexington Manufacturing TIF,
  • Revolving loan funds used for: Jack's House,Blowmolding, Inc., Nor-Pak, Plastics Plus, etc. There will be future development of State Hospital Land excess land
JOBZ Designation
  • Utilizing recently adopted legislation to assist business location and expansion in Brainerd (Stock building supply to locate in the Northern Pacific Center)
Industrial Park Projects
  • Several new businesses Including Lexington Manufacturing, Northland Frozen Pizza, Supreme Counters, Gull Lake sandblasting, Ocelco Offices, Lakes Medi-van, Brainerd Technical Design
Transportation
  • Bond funding to allow airport expansion jointly with Crow Wing County
  • Laurel Street reconstruction
  • Willow Street extension to connect to College Drive
  • Southwest Brainerd Street/Utility construction
  • North Forth and H Street Reconstruction
  • Northside sidewalks
  • Oak Street reconstruction and stoplight at 25/18 intersection
Arboretum Funding
  • Amended the city charter to provide a stable funding source for the Arboretum, allowing for construction of their new building and preservation of recreational and green space by protecting the environment
Neighborhoods
  • Strengthen neighborhoods and reduce crime by rental housing registrations and inspections and working closely with the crime prevention specialist
  • Funding assistance for neighborhood cleanup efforts
  • Crime-free multi-housing program
Financial
  • Certificate of Achievement for Excellence in financial reporting for 10 consecutive years
  • Continued "A3" Bond rating
  • "Clean" Audit
  • Amended fire contract formula to make funding more fair to the taxpayers of Brainerd
New "Welcome to Brainerd" signs
 
Outstanding Park System
  • Playground equipment improvements in Memorial, Gregory and Kiwanis Parks
  • Long term agreement with Minnesota Hockey Camps
  • Boom Lake trail extension to connect ultimately with the Paul Bunyan trail using a $50,000 state grant
  • New restrooms/pavilion and skatepark at Jaycee's Park in conjunction with community groups
  • Updated park dedication fee ordinance for continued park improvements
  • Lowell School neighborhood playground funding assistance
Downtown Master Plan
  • First phase of plan being built along Laurel Street west of South 6th Street
Comprehensive Plan update
  • Major Revision completed May 2004 with funding assistance from the Initiative Foundation and several area financial institutions
Employee Relations
  • Fair contracts for city employees
